Dear Mother of the Uzbek Nation, Tatyana Akbarovna, esteemed Professor Timur, respected colleagues, and distinguished participants,

Today, I would like to share some reflections on two fundamental concepts of statehood—the Constitution and nation-building. These concepts are not merely theoretical constructs; rather, they are the twin pillars that shape both the present and the future of any country.

As is well known, the Constitution represents a social contract. It is not merely a technical legal document; it embodies the collective will, ideals, and aspirations of a society. However, what gives a Constitution its true meaning is not only its articles or provisions but their actual implementation—the extent to which these provisions permeate the behaviors, institutions, and culture of society.

This is precisely where nation-building comes into play. Nation-building is the process through which a society discovers, defines, and shapes its collective identity. It fosters shared values, a common sense of belonging, and a unified political culture. In this sense, the Constitution provides the framework of the state, while nation-building gives this framework substance and vitality.

Just as an individual cannot live fully without principles, a state cannot exist meaningfully without a Constitution. The Constitution forms the skeleton of the state, and nation-building transforms this skeleton into a living, functional, and resilient structure.

It is important to acknowledge a reality: from ordinary citizens to the highest echelons of government, rules may at times be violated. Yet, for every individual who disregards the law, there is always a hero who defends it; for every selfish politician, there is a statesperson who prioritizes the public good. While some may follow authority without question, there are also courageous judges and officials who uphold the principles of law and remind power of its duties.

I am among those who believe that divine justice inevitably prevails. Justice may be delayed, trials may be difficult, and the path may be long—but truth always finds its place. Therefore, we must learn to stand firm in the face of injustice, to maintain our dignity and resilience, and to act with steadfastness.

Most importantly, we each bear the responsibility to contribute to the establishment of a more just society. This effort does not require taking to the streets or engaging in conflict. Real and lasting change begins with strengthening institutions, enforcing rules, and cultivating the spirit of the Constitution. Nation-building succeeds only when constitutional principles are translated into practice and when the values enshrined on paper become embedded in societal culture.

We must remember that there are always unsung heroes who protect the rule of law. They may not be visible to us, but they see us and safeguard justice. Thanks to their dedication, the Constitution ceases to be a mere text; it becomes a living document that shapes the nation, unites the people, and guides the country forward.

As we reflect on the 34th anniversary of the Constitution of Uzbekistan, let us reaffirm that it is not merely laws that sustain the country, but the integrity and dedication of the people who uphold these laws.
