Business Diplomat: Merit Keeps Talent

Why do some countries keep their most capable young people and others lose them? In this part of its interview series, Business Diplomat presents Sherzod Pulatov’s assessment of justice and equal opportunity.

First observation: equal law, earned progress
He argues that laws should apply equally to everyone and that people should advance through knowledge, effort and ability, not through connections. This is a statement about fairness, and also about incentives. If connections decide outcomes, effort loses its value.

Second observation: the cost of failed merit
Where merit does not work, he warns, talented people leave for other countries. The loss is quiet: no single departure is dramatic, yet a country that cannot hold its best people gradually loses the ones who would have built its future.

The logic of the assessment
He links justice to economic strength. Predictable, equal rules attract investors, as he says elsewhere: “What an entrepreneur needs first is not privileges but stable and understandable rules.” Equal opportunity does the same for people. Both rely on a system where outcomes follow effort.

The role of Business Diplomat
This reflects the principle that every initiative should “benefit the people and the country.” For a platform that aims to give young people experience, bring a diplomatic order to the business world, and benefit states by revitalising the economy, merit-based selection and equal treatment are the means of keeping young talent at home.

Conclusion
A country holds its talent when effort is rewarded and the law is equal. When it is not, talent finds somewhere else to go.
