Within this framework, Lawrence Kohlberg, one of the most influential psychologists of the 20th century, made a seminal contribution to moral psychology by proposing a developmental model that continues to shape research in education, law, and psychology. Inspired by Piaget’s theory of cognitive development, Kohlberg argued that moral reasoning evolves through a structured progression of six stages organized into three overarching levels. Level I: Pre-conventional Morality

Typically observed in children under the age of ten, this stage is marked by moral reasoning based on external consequences rather than internalized principles.

Stage 1: Obedience and Punishment Avoidance – The individual refrains from wrongdoing primarily to avoid punishment. Empathy for others’ emotions or rights is absent at this stage.
Stage 2: Individualism and Instrumental Exchange – Actions are motivated by self-interest and reciprocity. Even cooperation is conditional: “I help you if you help me.”

This level highlights the limitations of reward–punishment methods in early childhood education, suggesting that the cultivation of empathy and intrinsic moral awareness is critical for sustainable moral growth.

Level II: Conventional Morality

Emerging typically during adolescence, this stage reflects an increasing awareness of social norms and the necessity of sustaining collective order.

Stage 3: Interpersonal Expectations and Social Approval – Individuals conform to rules in order to be perceived as “good” and to gain acceptance from significant others.
Stage 4: Maintaining Social Order – Laws and rules are internalized as essential for societal stability. Obedience is grounded not only in fear of punishment but also in the belief that order ensures collective security.

At this stage, one can observe why societies require formal laws and why the concept of being a “good citizen” extends beyond self-interest. However, uncritical adherence to social norms may also normalize injustice if the majority supports it.

Level III: Post-conventional Morality

A more advanced form of reasoning, reached by only a minority of adults, transcends societal norms and is rooted in universal ethical principles.

Stage 5: Social Contract and Individual Rights – Laws are perceived as mutual agreements that protect human rights and social welfare. When laws fail to reflect these principles, individuals advocate for reform.
Stage 6: Universal Ethical Principles – Moral reasoning is guided by conscience and universal values such as justice, equality, and human dignity. Figures such as Martin Luther King Jr. and Gandhi exemplify this stage through civil disobedience and commitment to higher ethical ideals.

This stage illustrates the essential role of universal values in democratic societies, demonstrating that legality does not necessarily equate to justice.

Contemporary Relevance of Kohlberg’s Theory

Kohlberg’s model continues to influence multiple disciplines. For educators, it highlights the necessity of teaching not only rules but also the rationale behind them. For legal scholars, it underscores the importance of assessing laws in light of universal human rights. For psychologists, it offers a valuable framework for analyzing moral conflicts and personal development.

Despite its enduring impact, Kohlberg’s theory has faced significant critiques. Scholars argue that the framework overemphasizes cognitive reasoning at the expense of emotions, empathy, and cultural diversity. Moreover, the recognition that not all individuals reach the highest stages of moral reasoning underscores the importance of social context, education, and life experiences in shaping moral development.

Nevertheless, Kohlberg’s model raises timeless questions:

At what level of moral reasoning are our societies governed?
What moral stage are we targeting when raising and educating children?
Do our legal systems genuinely reflect justice and universal ethical values?
