Tokayev’s New Era of Security Reform

President of Kazakhstan Kassym-Jomart Tokayev has signed a comprehensive legislative package focused on the development of the capital and major cities, with far-reaching implications for national oversight mechanisms and public security infrastructure. The newly enacted law introduces major reforms in critical areas such as state auditing, continuity of public services, migration control policies, and the protection of strategic infrastructure.

The legislative amendments encompass 11 articles and 47 laws, introducing new standards in domains including state inspection processes, migration monitoring systems, public advertising regulations from a security-oriented perspective, and the modernization of energy and water infrastructure. Notably, the adoption of offtake contracts and the implementation of a centralized electronic procurement platform aim to enhance rapid response capacity during infrastructure-related crises, particularly in the sectors of heat and energy supply.[1]

In addition, the law reinforces the registration system for foreign nationals, restructures customs procedures with a security-centered approach, and strengthens the effectiveness of public audit mechanisms, further emphasizing the security dimensions of the reform.

According to experts, these legal amendments are poised to impact not only the aesthetic and administrative structure of urban spaces, but also Kazakhstan’s institutional resilience, infrastructure sustainability, and social order. In the emerging paradigm, public governance is set to prioritize not only developmental goals, but also a framework of sustainable security.
