Ukraine and France have concluded a new bilateral defense agreement aimed at strengthening Ukraine’s air-defense capabilities ahead of the winter period, when Russia traditionally intensifies strikes on the country’s energy infrastructure. The document was signed in Paris by President Volodymyr Zelenskyy and French President Emmanuel Macron during Zelenskyy’s official visit to France.

The agreement opens the way for Ukraine to receive Rafale multirole fighter jets and SAMP/T air-defense systems, which are capable of intercepting ballistic missiles and are considered comparable in effectiveness to the U.S. Patriot systems. Alongside the planned transfer of equipment, the document also provides for joint programs on maintenance, servicing, and training of Ukrainian specialists who will operate the new systems.

Journalist Halyna Ostapovets reported the details during the Monday edition of “Ranok.LIVE” on November 17. According to her, the decision is viewed as a significant step toward reinforcing Ukraine’s defense ahead of the expected escalation of Russian missile and drone attacks during the cold season.

French officials are currently finalizing the timeline and the number of aircraft that may be supplied in the first stage. Paris is considering allocating part of the fighter jets from its strategic reserves to accelerate the delivery process. Normally, the period between a political decision and the actual transfer of Rafale aircraft can take up to three years due to production requirements. However, in recent months France has substantially increased its manufacturing pace, which may shorten the expected timeframe.

The signing of this defense agreement follows an earlier strategic document concluded between Zelenskyy and Macron in Paris, aimed at deepening long-term cooperation in the security and defense sectors. The latest agreement further solidifies France’s role as one of Ukraine’s key partners in strengthening air safety and deterring ongoing Russian aggression.
